Indirect active within specific range

I wonder if it is possible to indirect from any active cell in specific range. For example, If I put this formula in A1 =INDIRECT(CELL("address")) and type anywhere on the same sheet or different sheet in the workbook will return value of that active cell to A1.

I wonder if I can specific the active cell to only certain range so it doesn't take much calculate time. Something like =INDIRECT(CELL('Sheet2!&"col"=1)? <---only limit to Sheet 2 Column A.

Is it possible to do that in Excel 2013 without writing VBA?
