How is the visual studio developer command prompt able to execute executables that are not mentioned in the environment variables?

Take for example the InstallUtil.exe. How is it possible that I am able to execute this command while the path to it is not in my environment variables?

Path to InstallUtil.exe is: C:\Windows\Microsoft.NET\Framework64\v4.0.30319\InstallUtil.exe This path is not even in my environment variables. enter image description here
