Anaconda Navigator will only open Jupyter Notebook using the "base (root)" environment, python 3.9.7. I have created another environment which is on python 2.7.18 as I need this code to be compatible with other people at work. The only problem is that Jupyter Notebook won't open when this environment is selected in Anaconda Navigator, and I can't open Jupyter Notebook in the base (root) environment and switch environment later.
When I try to open Jupyter, a terminal window pops up and gives the following message (I also have attached a screenshot):
