I take it you mean, in Word, "wrapping style - in front of text".

For your w:drawing, try these additional settings:

           <w:drawing>
                <wp:anchor allowOverlap="true" behindDoc="false" >
                    <wp:wrapNone/>

Use drawing.getAnchorOrInline() to get the Anchor
