Try to use the group name specified on the paperdb Git page. There it says that the name changed to io.github.pilgr. The implementation should then look like:

implementation 'io.github.pilgr:paperdb:2.7.2'

You need to specify a remote code repository above the dependencies if they are not locally available on your machine like specified here:

Information on dependency types

Add remote repository to your Gradle configuration

Try to add this above your dependencies in your Gradle configuration:

repositories {
        google()
        mavenCentral()
}
