Is it possible that 'connection reset by peer' error is caused by client-side?

I've been trying to make a simple curl request from my linux server (AWS EC2):

curl -X POST http://xxx.xxx.x.xxx/api/login -H "Content-Type: application/json" -d '{"UserName": "login", "Password": "password"}'

All traffic goes over the vpn (OpenVPN). It works fine but only occasionally, let's say 10% of all requests return expected results. All of the rest return:

curl: (56) Recv failure: Connection reset by peer

Everything indicates that the issue is on the http://xxx.xxx.x.xxx/ side. API provider suggests that the issue is not on their side. So is it possible that the 'connection reset by peer' error is caused by the client-side? Funny thing is that the above curl request works perfectly fine from my local machine.
