dockerfile always create image

Question

dockerfile:

RUN dotnet publish "./GraphQL/GraphQL.csproj" -c release -o /app --no-restore
RUN mkdir -p /app/MyStaticFiles

FROM  mcr.microsoft.com/dotnet/aspnet:6.0-focal
WORKDIR /app
COPY --from=build /app .
EXPOSE 80
ENTRYPOINT ["dotnet", "GraphQL.dll"]

none image is not created when all server parts are annotated

docker-compose.yml:

when I up docker-compose maria db is working well but api is not working. how can I fix it?

I'm working with wsl-ubuntu and dotnet, docker
