Why too many unfilled AdSense ad units in my website?

I have developed a scholarship and job vacancy website and it is approved for google Adsense. But, It only shows 1 or two ads per page. There is no error notification in my AdSense account (no ad Limit imposed on my account). I also make auto ads to load a maximum number of ads in my account setting. When I see the source code of my webpages there are around 4 - 5 unfilled AdSense units.
