UDTF not work in cluster mode when using IOTDB

To Reproduce:

Steps to reproduce the behavior:

1. Set default_replica_num=1 in file iotdb-cluster.properties.
2. Start 3 nodes.
3. Start cli and generate random data.
4. On one node, UDTF work.
5. On other two nodes, UDTF don't work.
