How to configure custom webpack build for Angular 12 App

Since yesterday I am trying to customize webpack build for angular 12 app. I`ve struggled with a lot of errors for last couple hours, but now I am stuck. Can you tell me what is missing in my webpack.config.js to properly build Angular App and all assets and serve it by webpack-dev-server? Do I need any other plugin or loaders to compile and serve it properly?

but when I am trying to rul localhost:4200 I can see blank page and getting error like this:
