How to solve dotnet core runtime missing error when sdk is already installed

I have a dotnet 3.1 console application on centos linux.

The error is:

It was not possible to find any compatible framework version The framework 'Microsoft.NETCore.App', version '3.1.0' was not found.

  • No frameworks were found.

You can resolve the problem by installing the specified framework and/or SDK.

I have dotnet sdk installed on server. dotnet --info gives
