Where is the location of the dependency?

In the commons-validator/pom.xml

<dependency>
    <groupId>commons-beanutils</groupId>
    <artifactId>commons-beanutils</artifactId>
    <version>1.8.3</version>
    <optional>true</optional>
</dependency>

But in the lib folder (tomcat\webapps\ROOT\WEB-INF\lib), only commons-beanutils-1.7.0 version is found. Where will be the jar file located for the 1.8.3 version and is it necessary that the given version of the dependency should be present?
