how to install pkg-config on ec2 instance

From my ec2 instance, I am trying to run a python script that requires html5-parse. When I try running python3 -m pip install html5_parser , I get,

html5-parser can be installed through apt in Ubuntu:

sudo add-apt-repository universe
sudo apt update
sudo apt install python3-html5-parser
