Can we forcefully enable the 'Allow all cookies' of a google chrome from the javascript code

Currently the application is running after I changed the chrome settings manually to 'Allow all cookies'. Can we forcefully enable the 'Allow all cookies' of a google chrome from the application JavaScript code.
