I've built a custom telemetry tracking in my app using App Insights. I manually start operation and finalize it. Does anybody know what datetime the timestamp in the request reflects? Beginning of the operation or its end? (asking because detected some weird things related to this, suspecting App Insights)

The timestamp means the time when the record was created by the data source. So in your case, it's the beginning of the operation. Please refer to this doc for more details.
But due to Log data ingestion time, there maybe latency. For more details, please refer to this article.
