I'm having a weird problem with Python 2.7
When I run pip install numpy inside a virtualenv, it reports success:

Cleaning up...
Removed build tracker '/tmp/pip-req-tracker-3MfIdU'
But then the package is not there with pip list and not available for import:
Package Version
---------- -------
pip 18.1
setuptools 40.6.3
wheel 0.32.3
it does work in the global context outside venv, and I'm not having the problem in venv with other packages.
I double-checked that pip is pointing to the pip binary in the virtualenv/bin folder.
