Build error for Basemap in Python 3.7 on MacOS -- coming from Cython?

I've been desperately trying to reinstall Basemap for Python 3.7 and when doing sudo python3 setup.py build, I keep on running into this long list of errors:

At this point, I'm pretty sure the issue is coming from Cython, with the wrong version of Cython being called, as pointed out here: https://github.com/matplotlib/basemap/issues/414, but I have no idea how to "regenerate the C sources". I have tried cythonize --force src/_geoslib.pyx but I get back that cythonize does not exist. Any idea about what could be going on and on how to fix it?

Note: Basemap works fine if I do sudo python setup.py build, which calls Python 2.7 instead of 3.7.

I had the same problem. As DavidW said in the comment first I needed to install cython. pyshp was missing also:

pip3 install cython
pip3 install pyshp

However swig was not installed either. So I needed:

brew install swig

I then had to install basemap via pip:

 pip3 install -U git+https://github.com/matplotlib/basemap.git

Note: I had already manually installed geos-3.3.3, so I am not sure the pip install via github would have installed that also

I meet the same problem when trying to install kmc2 on python 3.8.12 with mac catalina. I fix it by git clone the kmc2 repository and manually cythonize the pyx file before setup install.
