Babel 7 update mucking up jest tests with Cannot use the decorators and decorators-legacy plugin together

I am upgrading to Babel 7 and though the app is loading, my tests are mucking up. They were fine before. I am getting this error from every test that involves a decorated component.

.babelrc please note: I am using remove-decorators to run my tests as couldn't get jest to work w/o it. You think this might be the issue?

I solved this problem npm install -D @babel/plugin-proposal-decorators and

  "plugins": [["@babel/plugin-proposal-decorators", { "decoratorsBeforeExport": true }], "remove-decorator"]
}

adding this to my babel.conf.js file.
