How to handle c++ library circular dependency in Bazel?

Does Bazel have a feature similar to gcc -( archives -) or --start-group archives --end-group link to handle circular dependencies among libraries ?

Alternatively, does Bazel have a feature using which we can use this gcc feature in Bazel ? For example, using something like CCFLAGS ?
