What is meant by a transport independent/dependent protocol?

I am a beginner in web services and network protocols. I have come across a term called "transport independent" as in "SOAP is known as a transport-independent messaging protocol".

I googled a lot of sites, but I could not find an appropriate explanation for the same ? Could anyone explain me what the term means ?

In order for web services to communicate they have to utilize some underlying "communication protocol", such as HTTP (most common these days) just like a mailman uses a road (most common these days) to deliver your mail.

REST uses HTTP...

SOAP uses... well, anything really. I mean literally anything that can transfer an XML from point A to point B.

That's what is meant by "transport independent", there is no constrain on how you transfer the data.
