Join two tables not having a common ID

I have table Cycle:

CycleID   CycleName

1         2017   
2         2018
3         2019

And table Entity

EntityID  Entity   Description

1         Entity1
2         Entity2
3         Entity3

I need to loop to generate a third table that store the following:

EntityID EntityDescription CycleID CycleName

1        Entity1           1       2017   
2        Entity2           1       2018
3        Entity3           1       2019
1        Entity1           1       2017   
2        Entity2           1       2018
3        Entity3           1       2019
1        Entity1           1       2017   
2        Entity2           1       2018
