BitmapImage in WPF does lock file

I use:

Dim bmi As New BitmapImage(New Uri(fiInfo.FullName, UriKind.Absolute))
bmi.CacheOption = BitmapCacheOption.OnLoad

this does not Use OnLoad And file still is locked to overwrite on harddisk. Any idea how to unlock?
