What is =& in PHP?

Look at this example. There is a line:

  $client =& new xmlrpc_client('/xml-rpc', 'api.quicktate.com', 80);
  $client->return_type = 'xmlrpcvals';

What is the =& and what does the -> in $client->return_type mean?
