Does verified library require Cloud Billing?

I will be selling copies of a Google Sheets template with script from my web store. Users will store their data in their own Google storage. I am considering a mix of bound script and a library that contains all scripts that would trip over the sensitive oAuth scopes. If I put the library through the Google verification process, would I need to set up Google Cloud billing for the library portion?
