CreateProcess Error=1920. The file cannot be accessed by the system in PyCharm

So I had PyCharm already installed in my laptop and I planned to learn flutter as well so I installed flutter , android studio and vs code. I added flutter bin file location to file path and since then whenever I run my python programs on PyCharm it throws error 1920. I reversed all the changes that i made in file path , I also uninstalled flutter ,android studio and vs code but still its not working.
