How to synchronize data of a single node to the cluster version of Apache IoTDB?

May I ask how to use tsfile of Apache IoTDB to synchronize the data of a single node to the cluster IoTDB version? I currently use version 0.13 and checked all the configuration on the official website and guide. However, when I try to synchronize it shows that the connection is refused. Also when I started the 0.13 cluster version, the 5555 port was not available, so the synchronization failed.
