drupal9 config file not imported

I updated some configuration files and performed an import on the /admin/config/development/configuration page, but it says " The following configuration entities are ignored due to the Config Ignore Settings and therefore not displayed in the list above"; and in fact I have not configured to ignore these configuration files. What is wrong? Is it because of config split ?
