Why does localhost/CodeIgniter not take me to the default ci welcome page?

I would just like to understand what causes the CodeIgniter default welcome page to load. Why do I need to go to localhost/codeigniter/public for this? Whereas localhost/codeigniter only takes me to a directory page.
