Java web application faild to load CSS

Trying load this jsp page(more info.jsp ) from this servlet . no matter what I try CSS is not loading . but when i run the web page from the start (click on page and hit run) it displays CSS and displays web page properly

I've tried changing the directory which CSS loading from , tried using inline CSS , checked Apache versions and loading from browser(chrome)

when I tried to load that page without the whole application it works . so i think problem is with the servlet but couldn't figure out any errors in the servlet
