SOE (Server Object Extension) not working on services published with ArcGIS pro

Implemented custom SOE to add additional capabilities to the Service published in ArcGIS Server. Able to load the SOE and custom capabilities when services are published through the ArcGIS Map 10.9 But unable to load the SOE and custom capabilities when services are published through the ArcGIS Pro 2.9.1
