How to emulate a virtual secondary keyboard or controller using just one keyboard in python?

Some games accept multi-keyboard coop play or keyboard and controller coop play. I lack a secondary keyboard and controller. Is there a way to emulate a keyboard or controller in order to play co-op games? For instance: The a,b,x,y buttons of the xbox controller could be mapped to the arrow keys to facilitate multiplayer on one keyboard.
