Hello I am learning web development but I'm working onboard ships. The internet is very slow around 10-100 kbps as even searching on google and stack overflow takes time and as such loading webpages feels like infinity. There is simply no way around this as the signal and speed depends on weather conditions and satellites.
I want to continue learning web development using BootStrap but want to be able to not load the resources from the web every time I refresh to see the changes.
Could anyone clarify which CSS/JS i can use to run BootStrap from my local machine?
