phpmyadmin can't create databases no privileges

I uninstalled XAMPP (because its phpmyadmin page was giving me problems) and installed phpmyadmin, but when I log in to phpmyadmin with username='phpmyadmin' (created by phpmyadmin upon install) and password=********, I can't create any databases and it says I have no privileges.
