clustering a set of coordinates based on their distance with each other

I am trying to make a cluster of sites which are closer to each other. I have coordinates of the sites and have generated their distance matrix also. I earlier used google or tools to generate optimized routes but I rather need to cluster the sites in groups. Find below the sample distance matrix.

Need some suggestions to solve this problem. I am using python 3 and used or tools earlier to generate routes.
