Whenever I try to go on React Native site or other sites this happens. had to use vpn the whole time to browse

I have had this problem in a while. I can't install from command or even go to some sites its like I have been banned from entering. I use a new phone and fine for sometime and then boom back to the same problem

Is like I can't connect my phone to my laptop for more than 10mins.
