How do I send my data to dict in a combined way in Python?

For example, my output should be like this:

"model_name": "ABC_IN", "data": [0,12,13,2,17,6,0,0,0],
"model_name": "ABC_OUT", "data": [0,12,13,0,11,6,0,0,0],
"model_name": "ABC_LOCK", "data": [0,1,14,2,0,6,0,8,0],

zeros are added to the dict when values do not match. If the values match, the in,out,lock values of that value are added to the dict.

for datArr in dataArr:
    for data in json_data["data"]:
        if datArr == data["date"]:
            product_Json.append({
                "model_name": data["name"] + "_IN",
                "data": data["in"]
            })
            product_Json.append({
                "model_name": data["name"] + "_OUT",
                "data": data["out"]
            })
            product_Json.append({
                "model_name": data["name"] + "_LOCK",
                "data": data["lock"]
            })
        elif datArr != data["date"]:
            product_Json.append({
                "model_name": data["name"] + "_IN",
                "data": 0
