How to send push notification based on database value on Dialogflow?

I am new to Dialogflow. I am creating a Dialogflow ES chatbot with Telegram integration using the Dialogflow console. Is it possible to send users a notification/message when, for example, a certain value is detected in the database? Additionally, is there a recommended database to link to Dialogflow?
