Is this type of isp can be bypassed? For speed

in my area there's a local isp which provides Internet speed upto 40/maps and I have pain of 12/mbps,

So my question is: When I try internet speed test(okala) at first it reach to its highest(40/mbps) and then its come back to my plan speed(12/mbps).

Is there any way we can bypass this type of throttling?

And one more thing: I know a domain where my isp provides its full speed so is there anyway to use that domain to bypass speed
