Change File URL for one Media file

I want to change the File URL for one Media file. Instead of

/wp-content/uploads/2022/09/terms-and-conditions.pdf

I want

/gtc.pdf

I tried Redirection Plugin but it doesn't work. Also, the File URL from Media > Library cannot be changed.
