The accesibility service pulls down my content from the action bar

I am working on a app that shows content at the action bar with accesibility permission to draw over any app, but the content doesn't show all the way up, it is like the action bar pulls it down. Inside the app it shows at the top, but the service out of the app is pulled down. More visual explanation at the images.

Once the accesibility permission has been given, the popout shows under the action bar (not seen because the app is fullscreen)
