Analyzing frequency data in R

I have data on fire incidences:

Here, we have variables - seasons (summer & winter), time taken by fire truck to arrive (Early (<30 mins) and Late (>30 mins)), area (area code), small fire incident (1=Yes, 0=No), and big fire incident (1=Yes, 0=No).

I have a few questions in mind:

  1. Whether the frequency of fire incidence increase in the summer compared to winter? (I guess, I could use logistic regression for this).
  2. Whether the frequency of small fire converting to big fire incidence increase in summer while adjusting for the arrival time of arrival truck and area?

I would be grateful if someone could suggest a way to analyze this data in R or an R function that I can use.
