org.apache.catalina.Host .addChild taking too much time-> around 13-14 minutes

we have upgraded embedded tomcat to version 9.x from 7.x .addchild API on org.apache.catalina.Host is taking too much time like 13-14 minutes on one of servers and on rest of servers it takes few secs. not able to understand what is happening. classpath is same on all servers.If Anybody can help here,that will be great.
