Android TV App : Getting reviewed for app with device code based login

I have published on Android App in Play Store. The app is rejected for TV stating with this message:

In order for us to review your app for compliance with Developer Program Policies, we will need you to provide valid login credentials for your app bundle 7. If users need credentials to access your app, please provide all appropriate credentials via Play Console.

The app uses a device code based login flow. The TV presents an alphanumeric code. The user is expected to enter this code in a web page (opened in his mobile device). The user can login to the web page using his Google or Twitter account.

I have created a demo account in Google for this purpose. I shared the email and password along with instruction in the Play Console at App Content > App Access > New Instruction.

After two rejects, I appealed. I could not get any useful info or specific issue the testers are facing.

Unfortunately I'm not able to comment on your planned implementation. If you think your app is in compliance, please submit your app for another review. You may want to review the Developer Program Policies for additional policy guidance.

Any advice on how to proceed on this.
