I want to develop a website with advanced ai included can i know the technology stacks?

I want to develop a website in which i want to take image from the user and apply ml algorithms (which i want to know) so that the image is processed and color pattern of the human is detected, after detecting the color i should return him the color palletes which suits him! So what technologies are used can anybody help ??
