how to modify iptables rules to expose docker port to internet in a Oracle compute instance?

I just create a compute instance with image 'Ubuntu 22.04' on Oracle cloud and add a ingress rule for port 80 in the subnet security list.

I add a rule to /etc/iptables/rules.v4

-A INPUT -p tcp -m state --state NEW -m tcp --dport 80 -j ACCEPT

when I run a nginx container with --network host arg, I can get nginx default page from Internet. but if I create the container with -p 80:80 arg. I got a connection reset error.
