How to make ads service to create earning method for our app users?

I don't know i can ask this kinda questions here. but I'm developing an app. so i want a monitization setup for users. how do i do that. im not talking about running ads on my app to earn money for me. running ads to users content on my application to earn money for the users. please provide some data to learn more about this
