Windows - keyboard layouts - how to find out keystroke sequence

There are a couple of questions

  1. Suppose there is a text in some language, even, rather, some character from the alphabet of this language, or a punctuation mark specific to this language - such as an inverted "?" / "!" in Spanish. Let's say the layout for this language is enabled. I want to know which keys and in what sequence should be pressed to enter a given character

  2. Let's say I want to draw a keyboard for the current layout and I want to know all the characters of the layout language that can be entered, so that later, by listing them and using step 1, display them on hardware keys. Can this be done somehow?
