I'd like to know what does Heroku exactly consider bandwidth in their limits?
Does bandwidth include inbound and outbound traffic? Is the bandwidth used by actions (builds) considered in the bandwidth limits too?
Also, as the limit per app is 2TB, is there a way to increase if it's necessary? https://devcenter.heroku.com/articles/limits#network-bandwidth
I see in the docs that it is a "soft limit", but I don't know what "soft" would mean in this scenario?
