is it possible a bot which is based on binance price, but buy order in different crypto platform

I want to build a bot which is based on the price of a coin on binance, and with this price, Bot instantly orders a spot or direct buy-sell order on a different exchange platform. Which computer language is needed? Is it possible to have such a bot? Anyone have an idea for this thing, please write your opinions for comment. Thankss!!!
