Making and using tables in Python

I want to input and call values of a table from a design code as shown in the image. How do I do it? Table from IS 802 (1995) What I want to do is basically if the user inputs the reliability factor as 1, then the Terrain category as 2 and then wind zone as 4, the code should call the value 701 from the table.
